Training. why send out people from the uk to do all of the work, all of the research and consequently keep all of the expertise in one place.

people can bring their ideas, cuttings, problems
there would be access to hi tech equipment and an online library.
Each region could build up a database of trees, and plants of the area as well as any climate change related issues.
It could also be anthropologically important as you could see how plant use and plant interaction was region specific. People could also use the botanic gardens like they would be used all over the world, as spaces for art and expression.

Naturally this would cultivate the feeling that nature was of great importance and leads to a better quality of life.
